The Centre for Training in Regional Integration (CIFER) was created in 1993 to promote a space for dialogue among interregional agreements. CIFER works to enhance regional integration in South America by facilitating the exchange of ideas and the sharing of experiences on a regional basis.  CIFER centres are documentation hubs with large numbers of research and statistics specialized in capacity building for regional integration. The activities of CIFER are directed at government staff, civil society, academia and private agents among others. CIFER administration board is composed of regional high level government officers.
